What belongs in a submission checklist?

Track the complete source, applicable instructions, required documents, amendments, and response evidence.

A submission checklist should connect each applicable requirement to its source, the supporting response document, an owner, and review evidence. It must also account for changes and the exact response cutoff.

Include six review areas

Distinguish extraction from verification

A tool can surface candidate passages. A person still needs to confirm applicability, read surrounding clauses and tables, resolve conflicting instructions, and review omitted or inaccessible material.

Record evidence for completion

Identify the source section or page, the response file, and the reason a requirement is satisfied or does not apply. Refresh the review after a relevant source change.

Finish with the actual package

A fully reviewed checklist is an internal review state. Confirm the final files, current eligibility and deadline, authorized submission channel, and delivery receipt. The checklist does not itself submit an offer.
